It's a bug. It's been fixed in the development code so the next release will have the fix.
Alternatives: you can drag files to the Audacity icon in "Applications" or in the Dock, (or import the file from the menu as you are doing now).

It affects "transport". That is, it affects Play, Record, Timeline Quick Play, Scrubbing, Seeking and Play at Speed. As far as I recall it's always been like that (though we didn't have all of those in previous versions). It's certainly does that in Audacity 2.0.0. Note that it can now be ...

The Equalization effect to remove low bass and high hiss is probably your best bet. Try the "AM radio" or "Telephone" presets. http://manual.audacityteam.org/man/equalization.html
