I mostly agree with you CharlieSummers. I would quibble about is the definition of "bug", but that's really immaterial. The important aspect is that the behaviour of Audacity in this respect catches people out because it is both unexpected and unhelpful and it should be "fixed". ...

I've not tested, but Libre Office should be able to handle the files, even on OS X (works fine of Linux and Windows).

I have used Sliding Time Scale Pitch Shift but I would prefer a simpler effect to just change speed and tempo at the same time What you are describing does not sound as if it is very much "simpler". The difference seems to be just that the tempo controls are coupled to the pitch controls....
