That can't be right.
Perhaps you mean "16-bit" or "16 kHz"?

Check in the Dragon manual and let us know the exact format requirements.

Audacity has a "Timer Record" feature (http://manual.audacityteam.org/man/timer_record.html) but does not have a "Timer Playback" feature.
It may be possible to set a media player to play a file at a specific time by using the Windows "Task Scheduler".
