I noticed that removing some frequencies with Notch Filter before doing Noise Reduction does help a lot. Then Noise Reduction doesn't need to be so strong and the sound is less damaged at the end. I might suggest an improvement if it were possible, which is to run the code once after adding all the labels. If rate shifter does not provide the effect that you need, use a different effect.
