To be clear, does the Xonar show up in AlsaMixer when you press the F6 key? If it does, then it's probably just a matter of adjusting the level settings.

In your searching, avoid old posts about hacking the sound system and removing PulseAudio.
PulseAudio is tightly integrated into the system these days. Attempting to remove it will break your system badly.

Audacity works great for me on Mint 17.3 LTS Cinnamon. I use ALSA in Audacious and obviously in Audacity too, can't change it even if I wanted to Audacity only shows hosts that are installed and running. Check that you see a signal (green meter jumping in response to audio input) in the Windows Sound Control Panel recording tab.
When/if that is working, launch (or relaunch) Audacity and ensure that the USB device is selected as the recording device in the device toolbar.
