Thank you for the sample WAV files. I can now see what the problem is. In this screenshot, the upper track is your source file, the middle track is your recorded version, and the bottom track is the difference between the two which I have then amplified by 36 dB so as to make the difference visible....

Wouldn't Export Selected now work as expected if I drag-select the "real" track? Yes, that works. I couldn't help wondering why Magical Time was included in my exported show. Audacity export begins from the start of the audio. Whether the start of the audio is in "negative time"...

Radio stations are usually quite consistent with the level of their broadcasts. For commercial stations with adverts, the adverts tend to be the loudest part. "Call Recorder for Skype" by ecamm gets good reviews from what I see. They do a free trial version.
It's very difficult to get decent Skype recordings without specialist Skype recording software because of the way that Skype controls the sound system.
