You've enabled the Multi-tool http://manual.audacityteam.org/man/multi_tool.html
Press F1 to go back to the normal Selection tool.

The Draw tool is written in C++, so if you want to modify it you will need to learn a bit of C++ programming. Nyquist plug-ins do not support that type of interactive action.

Audacity does not support album art, but you can add album art to MP3s with MP3Tag http://www.mp3tag.de/en/
