Zoom in (http://manual.audacityteam.org/man/zooming.html) one one or other end of the clip that you want to move, then use the Time Shift tool. (I generally find that "Ctrl + Mouse wheel" is the fastest way to zoom in and out.)

It is likely that the problem is due to your sound card drivers.

Do not try to remove ALL of the noise. If you remove ALL of the noise, it will sound bad. Try to make the noise less without causing too much damage to the remaining sound. These steps were tested with Audacity 2.2.0 alpha July 24th on a clean installation of Ubuntu 17.04 (Zesty Zapus) 64-bit. The "Noise Removal" effect has been updated and the name changed to "Noise Reduction" (http://manual.audacityteam.org/man/noise_reduction.html). Sorry I don't know what it is called in Italian, but it should be in the Effect list somewhere.

Audacity works internally with 32-bit float format, and it is best that Audacity is set to use 32-bit float format tracks.
