Ensure that "Sync Lock" is not enabled (bottom of the "Tracks" menu).

If that's not the problem, please post a screenshot of your project and describe, in extreme detail, exactly what you are doing.

I think it fails on shorter files as well, not sure.

"Chris's Dynamic Compressor, 1.2.6" works for me with Audacity 3.0.0 (I've only tested on a short track)
