Ensure that you select the 32-bit version and not the 64-bit version. Audacity is 32-bit on Windows.

I've also noticed that in the current development code, there must be an audio selection in order to open the label editor. That looks like an unnecessary restriction, and my guess is that it was not intended. and someone else also noticed and has fixed that. it does seem that the code converts lab...

I don't know of any GUI program that meets your specification (on any platform), but on Linux you could use:
- Bash or Python (or other) for scripting the required actions.
- cron / crontab for scheduling tasks.
- arecord or SoX (or other) command line recording program
