I'd guess that it's just a semi-arbitrary sanity check. In rare cases where you want to import RAW data at a higher sample rate, you can use the track drop-down menu to set the sample rate (http://manual.audacityteam.org/man/audi ... _menu.html) up to 1,000,000 Hz

You can set the default sample rate in "Edit menu > Preferences > Quality". Note that importing a file into a new, empty project may override the default sample rate. You can see when this occurs because the project sample rate (the "Project Rate") is displayed in the lower left ...

Don't worry about that. It can be a (no cost) convenience if you have a bad sound card, but the better solution ...

I wonder if it is potentially easier to pull out that part of the code and build a C++ wrapper for it and just compile that into an executable that I could call from Python It's open source, so you are certainly welcome to try that approach. I think it's just a limitation of the time-stretch algorithm, and that hearing tends to be extremely sensitive to quality changes in human voices (more so than other sounds).

after update to 2.1.3, only English text can be inputted even I use Chinese or Japanese input method. Do you mean that you can create the label but you can't type Chinese or Japanese characters, or do you mean that the keyboard shortcut (Command + B) does not work when you change the input method. ...

Look in "Transport menu > Software Playthrough" and ensure that it is off (not selected).
If that's not it, check in the Windows Sound Control Panel recording settings and ensure that "Listen to this device" is not enabled for the recording device that you are using.

Looks like I have to manually label rather than automatically label to split the sound content. If you want labels every 10 seconds, you can use "Regular Interval Labels" http://manual.audacityteam.org/man/regular_interval_labels.html I'm playing this through a microSD card so no concerns...
