The amplitude (dB) values in Plot Spectrum are normalized (scaled) such that a 0 dB (peak level) sine wave is plotted at 0 dB. In order to fix a bug, the cause of the bug must be understood. I personally do not understand the cause of the bug (I'm not a Windows developer). Our Windows developers are aware of the issue, but as it has no impact on Audacity working correctly, the issue is much lower priority than bugs that do ...

If you build the alpha version from source, please let us know how you get on with it - user testing allows us to avoid problems like this.
