That looks like a perfectly formed empty project.
Are you certain that you "saved" before closing Audacity?

A more attractive solution might be for some of the Audacity wizards to teach Audacity how to aggregate multiple MP3 files from a text file containing an ordered list of file paths (e.g. TXT, CSV or JSON). You could use a LOF file (https://manual.audacityteam.org/man/lof_files.html) and then "...

It seems that something changed between v2.3.3 and 3.0.0 to make the concatenated MP3 files distasteful to Audacity v3.0.0. In Audacity 2.3.3 and earlier, there was no error checking on import of MP3 (error checking in the import library was disabled). This caused problems when importing Opus files...
