I think your best options are either:
1. Edit out ("delete") the parts with voices. This will result in a much shorter track, but you could copy/paste it multiple times.
2. Look for a better recording (without voices) on-line (for example: https://freesound.org)

I am aware that the noise gate has RAM limitations on long tracks, is the same now true for the limiter? It is right now, but it shouldn't be (it's a bug). In fact the same problem currently affects most Nyquist effects. The developers are looking into it and hope to have it fixed for Audacity 3.0.1.

Normally Audacity will clean up after itself and delete any unused .au files. Of course that won't happen if Audacity crashes, of if the computer loses power, or the computer is shut down. I can't think of many situations where you could end up with a .aup that does not list any .au files and still ...
