Nyquist plug-ins are "plain text" files, but they must have ".ny" as the file extension. You will need to remove the ".txt" from the end of the file name.

The recommended way to install the manual, is to install Audacity using the EXE installer. https://www.audacityteam.org/download/windows/

Nevertheless, the ZIP package should work - I'll take a look and get back to you shortly.
