Look in the Windows Sound Control Panel in the Recording tab (no need to open Audacity for this).
When you feed a signal into the ID14, you should see a green meter against the corresponding device, jumping up and down in response to the signal. Do you see that?

The file is probably a compressed format (such as WMA, MP3, AC3, ...) but with the wrong file extension (probably ".wav"), so Audacity is trying to open it as an uncompressed audio file when in fact it is a compressed audio file. What is the file? Where did it come from?
