How big is the project and how long is the selected audio?

Bit-rate = sample rate x bits per sample x number of channels. Set the Project Rate to 44100 and then export as 16-bit wav. You have accidentally enabled "Sync-Lock".
Which exact version of Audacity do you have (look in "Help > About Audacity")
