Yes you can create ACX compatible MP3s with Audacity (requires Lame to be installed as you rightly said). However, you should also keep your backup copy as an exported WAV file. Best way is to connect the mic before you launch Audacity. Normally Audacity will only look for audio devices on launch. If you connect the mic after starting Audacity, you will need to tell Audacity to look for audio devices. You can do that from "Transport menu > Rescan audio devices".

It is not necessary to mix down before exporting. However, if you have tracks that overlap other tracks, it can be useful to mix down before export so that you can normalize the mix to a suitable level (generally that would be just a little below 0 dB).
