Try dropping the sample rate down to 44100 or 48000. Use whichever works for you best (they both have a frequency bandwidth that far exceeds old tape).

I'm not sure what the exact form of the BIN files is, but it's not standard ADPCM μ-law or A-law, and that's why Audacity can't decode the BIN files correctly. I can tell that it is 24kHz sample rate, signed 8-bit data with some sort of compression, but further than that we would need the format spe...
