It may not be possible to change this behaviour because USB devices are installed dynamically by Windows.
You could try setting the USB device as the default recording and playback device in the Windows Sound Control Panel - that "may" do the trick.

This is a known issue, but it is harmless. Windows Application Event Log is complaining because Audacity provides both an explicit and a wildcard reference to the same object in the manifest. This issue is believed to be resolved in the soon to be released 2.2.2 version.
