That would have to assume that the combination of frequencies in a DTMF tone can be produced by a whistle, which is probably not the case.

I'm guessing that you are referring to the "Scrubbing" bar (http://manual.audacityteam.org/man/scru ... #scrubbing).
You can disable the scrubbing bar in "Transport menu > Scrubbing > Scrub ruler".

Use "Truncate Silence" first to remove the gaps, then "Join".
