Are you applying the effect to a low sample-rate track?
The track sample rate is shown in the panel on the left end of the track.

If the sample rate is less than 44100, use the "Tracks menu > Resample" command to resample the track to 44100 before you apply the vocoder effect.

I need to know what settings you are using.

The default settings as shown here, work fine for me:

There's a little bit of hiss, but it's not 'bad'.
Are you trying to get it accepted by ACX?
What processing, if any, have you done on that clip in your last message?
How are you listening to it (make + model of headphones / speakers)

If, when you drag the audio clip, it suddenly stops as if it has hit an unmovable object, then it probably has. Scroll to the right to see what it is hitting. If it is hitting a very small audio clip, you may need to zoom in to see it.

If you post a short sample WAV here (just a few seconds) we can take a look / listen.
Ensure that the sample includes some normal level audio as well as the "hiss".

Audacity is currently a 32-bit application on Windows, so VST plug-ins must be 32-bit.

As you are able to write in English, I would suggest that you post to the English part of the forum in future as reply are usually much quicker there.

I assume that the lack of response is because no-one knows why this happened. From your description, nothing stands out to me either.
I would however suggest that you update Audacity. The current version is 2.2.2 and is available here: https://www.audacityteam.org/download/

Sorry but we are not able to offer support for other people's software. I don't use Windows Movie Maker, and rarely use Windows at all. Try searching on Google - that's what I'd do.
