"C\Program Files\" is for 64-bit apps and plug-ins.
"C:\Program Files (x86)\" is for 32-bit apps and plug-ins.

Audacity is a 32-bit app on Windows and can only use 32-bit plug-ins. 64-bit plug-ins won't work in Audacity on Windows.

Have you tried resetting Audacity's configuration?
(Delete the "~/.audacity-data/" folder).

It would be an objective measurement of sound quality. That implies to me that you wish to analyze the data in some way, though you haven't said how you want to analyze the data. The raw analysis (FFT) data is available from "Plot Spectrum" without any additional plug-in required. See the...
