Yes this is a bug. I've logged it on the Audacity bug tracker.

As a workaround, the plug-in, or a copy of the plug-in can be placed into:
32-bit Windows:
C:\\Program Files\\Audacity
or
64-bit Windows:
C:\\Program Files (x86)\\Audacity

I'd suggest looking into OBS to see what export options are available. Probably a good idea to test with a short recording so that testing is quicker, and when you find settings that work, write them down and try the same settings with your real recordings.

Why, what's the problem?

There should be a "hw" option for the Yeti, but only if the Yeti is connected before launching Audacity, or after "Rescan Audio Devices" (in the "Transport" menu).
