Audacity does not support ISRC tags. Use a program like MP3Tag to (re)add the ISRC tag (I'm not very familiar with Mac software, but I expect Google can help to find a suitable tagging application)

What are the properties for the M-Audio playback device? Is that also set to 44100?

Try the other workaround: Alternatively choose the (hw: 0,<some number>) playback and recording devices (assuming you are using a motherboard device). This will access the hardware directly, bypassing the pulse layer. You may need to use ALSAmixer to select the exact input or output being referenced...

Which version of Audacity are you using? Which operating system are you using? Are you referring to the horizontal or vertical scroll bars? Note that in both cases, a certain amount of "extra" space is required before the scrollbars disappear. This is so that there is room to click beyond ...
