It makes no sense for Audacity to try to export multiple based on Labels if the project does not have labels, even if you did use labels last time. So what would you want it to do in that case?

This isn't a bug, because it is doing what it was designed to do, so I've moved this to the feature request part of the forum. I assume that you agree that if there are multiple tracks OR labels (and not both), that it is good that Audacity selects the appropriate option. So when the project contain...

Let's start again:

Which version of Audacity are you using? (look for the three-section version number in "Audacity menu > About Audacity")
What are you trying to do?
What equipment are you using?
What are the steps to reproduce the crash?

Currently the maximum number of channels in a track is 2 (stereo).
There are plans to make tracks more flexible and allow any number of channels, but there's a lot of code tied to the old way of "mono or stereo only", so it'll be a while before Audacity breaks free of this limitation.
