Import / export of WAV, AIFF, OGG, FLAC files are fully supported by Audacity without any plug-ins / add-ons.
Import of MP3 files is supported without plug-ins or add-ons.
Export of MP3 files requires LAME to be installed.

What are you trying to do?
What happens when you try to export a WAV file?
