There is no need to use VLC. Audacity is a multi-track audio editor, so you can import the backing track into Audacity, and have it play while recording a new track. Is it possible to configure Audacity not to automatically scan for new devices at startup? No. Audacity needs to scan the sound system so that it can populate the options in the Device Toolbar.
