I agree that it is text to speech, but it is pretty good text to speech. If you find out, I'd be interested to know which text to speech engine he is using.

Which version of Audacity? The current version is 2.2.2. If you don't have that version, you can get it via the Audacity website: https://www.audacityteam.org/download/windows/
