I'm not able to reproduce this problem.

Does normal playback work correctly?
Do other effects preview correctly?
Does previewing noise reduction fail on other Audacity projects, or just this one?

Not really.
You may be able to see some of them by looking at the waveform for gaps between sentences that have a little blip corresponding to the "er". That's probably the best / quickest clue, other than listening to the entire recording.

That works nicely, except for a couple of typos:
In "defun sig" the options are numbered 0, 1, 1, T.
In ";control options" you have a curly brace in the option "Add} high pass filter"

Yes, Python scripting is better supported, though basically any language that supports named pipes should work. There's a lot of new scripting features in Audacity 2.0.3. I need to zoom in close to the spot where segment one changes to segment two. I need to mark that as the start of my selection. Then I must zoom way back to find the end point. Probably not right now, as Audacity 2.3.0 is due to be released very soon (weeks).
Audacity 2.3.0 has a lot of bug fixes and enhancements compared with Audacity 2.1.2.
