Perhaps a good idea to arrange your windows so that the recording meter is visible. This will also alter you if you are talking too loud and clipping. The recording meter may be dragged out of the main Audacity interface and positioned anywhere convenient. (see also: https://manual.audacityteam.org/...

Try resetting Audacity:
1) Close Audacity
2) Find the hidden folder ~/.audacity-data/ (where "~/" means your home folder) and delete that folder.
Then reboot, and restart Audacity.
Select the required devices in the device toolbar and make a test recording.

The Effect Output bars show no activity If you mean the meters at the bottom of the SC4 effect window, I don't think they ever worked in Audacity. and I can hear no difference Is your waveform close to full track height? If not, try using the Amplify effect first. What settings are you using in SC4...
