So the folder "001" is being created when you click on the "files" button in the Macro dialog. Is that correct?
I can't reproduce this on Linux. Perhaps it's a Windows 10 thing.

They are included by default in the current version of Audacity. Perhaps you have a very old version of Audacity.
The current version is Audacity 2.3.0 and it can be downloaded here: https://www.audacityteam.org/download/windows/
Run the .EXE installer to upgrade your current version.

First thing to try is a complete power-down of the computer (usually "Shift + Shutdown"), then restart and try again.

Have you tried the Reverb, Limiter and Delay effects that are included with Audacity?
