The LADSPA plug-in from the Audacity website are 32-bit. As far as I'm aware, 64-bit versions do not exist.
Look in "Edit menu > Preferences > Effects" and ensure that "LADSPA" is enabled.

Audacity does not support foot pedals, but there are some keyboard shortcuts available for controlling the play position: Left cursor key Right cursor key Shift + Left Shift + Right Spacebar (play / stop) P (pause) X (stop at playback position) See also: https://manual.audacityteam.org/man/extra_men...

Try reinstalling Audacity from the EXE installer (available here: https://www.audacityteam.org/download/windows/) and during the installation, look out for the option to "Reset Preferences". Select that option when it appears.
