That's probably because Audacity is not recording or monitoring the input.
Try clicking on the recording meter (in Audacity) so that it is monitoring the input, then open PulseAudio Volume Control again.

Are you listening to the LP while recording? If so, check that you are actually recording from the USB and not from your laptop's built-in mic. To test, just shout at the computer while recording. On 2.4.2 Audacity used to create a folder when you apply a macro via Tools > Apply macro. Yes, you can do it that way in both Audacity 2.4.2 and Audacity 3.0.0. The "Capture from" dropdown is not in Audacity, it's in "PulseAudio Volume Control".
