A bit more digging revealed that this issue was the same on Windows and Linux, but not macOS. On macOS the behavior is what you described as "expected".
Thanks for your work on this jpr. Audacity has now been updated to give the same behavior as macOS on all platforms.

That would be about 750 Hz to 1.4 kHz.
1 octave is the same as doubling, or halving the frequency, so a width of 2 octaves and a center frequency of 1000 Hz would be 500 Hz to 2000 Hz.

Click "OK" (ensuring that the option "Continue without deleting" is selected). Hopefully the project will open with audio present. If it does, then: "File menu > Save Project > Save Project As..." and save the project somewhere convenient (such as your "Music"...

To use ASIO with Audacity, you need to "build" ASIO support into Audacity. So, after setting up the ASIOSDK_DIR environment variable:
