Try this:

1) Close Audacity
2) Go to the hidden folder: Users\<username>\AppData\Roaming\Audacity\ and find the files: pluginregistry.cfg and pluginsettings.cfg
3) Delete the two files: pluginregistry.cfg and pluginsettings.cfg
4) Launch Audacity and test the High Pass filter.

The FAQ is part of the forum software theme, and is not editable without manually editing the theme language files. This should really be a feature request for phpBB (http://area51.phpbb.com/phpBB/index.php)

Try rebooting the computer, and ensure that no other audio applications are running (If you have Skype, or similar, ensure that it is not running at all).
Then launch Audacity and see if the USB device is available with WASAPI host.
