The absence of any signal in the meters indicates that no sound is getting to Audacity. Check in the recording tab of the Windows Sound Control Panel to see if a signal is present there (a green meter should respond to sound from the recording device).

what is happening, is that when I export the tracks into WAVs via the "Export Multiple" option, and then import them back in in a new session, all the tracks are back in their original state and location, before any editing, aligning, copying / pasting, etc, had been done and saved out la...

The most likely explanation is that the "silences" are not "absolute silence".
"Detach at Silences" only works if the silence is absolute - "very very quiet" is not quiet enough.

Whilst editing this particular episode together I've found that some of the parts where the hosts are talking have been replaced or been mixed together with short clips from the imported audio in random places. Other than "human error", I can't think of any explanation for how that could ...
