The absence of any signal in the meters indicates that no sound is getting to Audacity. Check in the recording tab of the Windows Sound Control Panel to see if a signal is present there (a green meter should respond to sound from the recording device).

what is happening, is that when I export the tracks into WAVs via the "Export Multiple" option, and then import them back in in a new session, all the tracks are back in their original state and location, before any editing, aligning, copying / pasting, etc, had been done and saved out la...

The most likely explanation is that the "silences" are not "absolute silence".
"Detach at Silences" only works if the silence is absolute - "very very quiet" is not quiet enough.
