The "Audacity is already running" problem occurs when Audacity is not shut down properly, leaving a "lock file" in place even though Audacity is not actually running. To fix the problem, you need to manually delete the lock file. See here for details: https://forum.audacityteam.o...

Set the device toolbar like this and see what happens:
host = MME
Recording input = Microphone (USB Audio CODEC )
Playback output = Speakers (Bose USB Audio)
