Have you given Audacity permission to use the microphone? (See: viewtopic.php?p=357189#p357189)

Are you seeing a signal in Audacity's recording meter when you speak into the mic?

When setting the recording level on the Presonus audiobox, you should play loudly, and gradually turn up the mic level until the "clip" LED just comes on, then back-off the mic level just enough so that the LED does not come on. Did you do that? The reason that I ask is that the main probl...

That looks like a bug, though I'm not able to reproduce it.
Try holding down the Shift key, then "right click" on the vertical ruler on the left end of the track.

I am in Audacity 2.1.2. That's ancient. The current version is 2.3.0 and is available via the Audacity website: https://www.audacityteam.org/download/windows/ I suspect that the problem is that you have accidentally enabled "Sync-Lock". If I recall correctly, 2.1.2 had a "clock"...
