You will need to ask your client about their specifics. I know that in some cases they have very precise specifications for the file format, duration, peak and RMS levels ... that are "required" by the hardware / software that they use.

Yes this is a bug. It is already logged on the Audacity bug tracker. The bug appears to be, at least in part, due to Windows "helpfully" restoring the folder (the issue does not occur on Mac or Linux), so the developers will need to find a way to work around the problem.

I don't think there is a "standard" way to create IVR messages, though I believe that they are normally recorded without music, and music is added later if required. The best thing to do is to speak to your client and ask them to give you a brief / specification of what they require.

Could you post in a higher quality format, for example as a FLAC file. The forum should allow up to about 25 seconds in FLAC format before you hit the file size limit. I don't think that you need to, or "should" apply lots of compression as that will kill the dynamics in your playing. The ...
