Punch and Roll should work on a mono track, provided Audacity is set up correctly to record mono.

Are you able to import it into Audacity from Documents?

Some of the e-learning media that I've heard has awful sound quality, but I don't know how common that is.

I don't think gestures are supported in Audacity 2.1.1.

Could you look in your Macros folder, and find the macro file that you are using and I'll try it here.

Can you copy the WAV file to your "Documents" folder?

If you make a macro with only the "Stretch to Length" command, and apply the macro to the current project, does that work for you?
How long is the track that you are processing?
