Punch and Roll should work on a mono track, provided Audacity is set up correctly to record mono.

Some of the e-learning media that I've heard has awful sound quality, but I don't know how common that is.

I don't think gestures are supported in Audacity 2.1.1.

If you make a macro with only the "Stretch to Length" command, and apply the macro to the current project, does that work for you?
How long is the track that you are processing?
