LAME is required for exporting as MP3. (It's not required for importing MP3, Audacity can do that without any help). Assuming that your version of Mint is based on the current LTS version of Ubuntu (Bionic):
- Uninstall Audacity.
- Remove the PPA from your sources list.
- Install Audacity (from the main repository)

My guess is that Audacity is trying to record the HDMI audio instead of the microphone. Check the settings in the device toolbar and ensure that you have the correct recording device selected.

If you need to apply much more than 6dB boost with the Envelope, then you are likely to be running into problems with noise.
