Just wanted to update this thread with my current results (since I posted above about how poor I found this tool on initial testing). Different formats support different numbers of channels. WAV supports up to 32 channels whereas MP3 only supports mono or stereo.

You should get the yellow highlight with the current Audacity 3.0.2.
Ensure that "Snap To" is set to "None" (at the bottom of the main Audacity window).

No. Audacity's MIDI capabilities are extremely limited. You can play MIDI files, and do simple cut/copy/paste edits, but that's about all.
