In Audacity 2.3.1
"Extra menu > Scriptables II > Get Info" and select the "Labels" option.

The plug-ins should still work in the latest version of Audacity. There are no updates for these plug-ins.

I'll have to test that cfg file on a Windows machine and see what happens. I've tried the cfg file on a Windows machine, and still couldn't reproduce the freeze. I'll pass this information on to the developers, but unless they can reproduce the freeze I doubt they will be able to do anything about ...
