When you play the file slower
Sure, but if you want the track slower you should slow it down before applying dither. Similarly, if you want to boost the treble, you should do that before applying dither or the dither noise will become noticeable.

Re: noise added above 13 kHz

The already present noise is not louder, as can be seen in the spectrograms attached I disagree. With my ears I clearly hear a background "shhhh" at the end of the Test.aif file (in addition to the "eeee"). At the end of the Test-export.aiff file I hear (with my ears) the "...

Re: noise added above 13 kHz

I don't understand why you ask this. I don't understand why you are complaining about the extremely low level noise in Test-export.aiff but not complaining about the much louder noise that was already present in Test.aif. 16-bit PCM audio will always (except for absolute silence) have a base level ...

Re: VSTi in audacity

Because no-one has added VSTi support.
Adding VSTi support would be a big job. Audacity is open source and volunteers are welcome.

Re: How To Save Clips To Use For Noise Reduction

Noise reduction is intended to reduce constant, low level noise, such as tape hiss. Noise that louder and/or varies over time (such as traffic noise) must be avoided because it cannot be removed by software without causing noticeable damage to the remaining sound. You need to re-record somewhere tha...

USB Audio-technica mic
Which model is it?
Does the mic have a "pad" switch? If it does, ensure that it is switched off.
Are you able to test the mic on another computer to check that the mic isn't faulty?

I wrote the noise can be heard clearly when played back slower, but it can also be heard in normal speed, depending on the content of the file (try with silence!).
Can't you hear the white noise at the end of the "Test.aif" file?

Re: noise added above 13 kHz

My guess is that you are referring to "dither" noise. See here for information: https://manual.audacityteam.org/man/dither.html
