Sure, but if you want the track slower you should slow it down before applying dither. Similarly, if you want to boost the treble, you should do that before applying dither or the dither noise will become noticeable.

Because no-one has added VSTi support.
Adding VSTi support would be a big job. Audacity is open source and volunteers are welcome.

Noise reduction is intended to reduce constant, low level noise, such as tape hiss. Can't you hear the white noise at the end of the "Test.aif" file?
