1) Import the two files into Audacity.
2) "Ctrl + A" (select All)
3) Tracks menu > Align tracks end to end (the exact menu item depends on which version of Audacity)
4) Export.

Ensure that you select the "loopback" option as the recording device, and that it matches the device that you are using to play the audio. For example, if you play through USB speakers, then it's the "USB speaker loopback" that you need to select as the recording device.

Check in the Windows Sounds settings and ensure that both the playback and recording devices are set to a sample rate of 44100.

Not enough information to determine the cause, but that project is irrecoverably damaged.
