Personally, I'm unconvinced that it is ever worth dithering when exporting to MP3. Perhaps I should explain that comment a bit. OK, I see what's happening. The effect does not attempt to retain a sample accurate exact length when fading out, but rather uses a control signal at the default *control-srate* to change the amplitude. By default, control signals are 1/20th of the track sample rate, thus the length will be accurate...

Which version of Audacity? (look in "Help menu > About Audacity").
What are you recording from?
Do you see a two channel track when you record?
