If you have the "Extra" menu enabled you can do:
"Extra menu > Scriptables 1 > Set Project"
Then enabled only the "Rate" option and set its value to the required project rate, Then tab down to the "OK" button and press Enter.

Reinstalling Audacity won't fix anything unless you select the option to "Reset Preferences" during the installation. Did you do that?

Try shutting down the computer completely

(On Windows 10 that is:
Windows start menu -> Shift + click the power button -> Select "shut down"
I don't have Windows 7)

Then restart the computer.

The sample rate must be more than double the frequency that you want to create. If you launch Audacity, then set the "Project Rate" (lower left corner of the main window) to 96000, then you will be able to generate frequencies up to (nearly) 48000 Hz. Note that most sound systems can only ...

Check that "Sound Activated Recording" is NOT selected in "Transport menu > Transport Options".

If you are asking for hardware recommendations, you need to give some idea of budget. Stand alone portable recorders (such as the Zoom H2n - other makes / models also available) have the advantages of good sound quality in WAV format, and produce no fan noise (because they don't have cooling fans). ...
