Check the device settings (Recording and Playback) in the Windows Sounds control panel. Ensure that the Rubix is set to "2 channels (stereo)" and "44100" sample rate in both the Recording tab and the Playback tab.

Shut down Audacity.
Power down the computer (completely).
Check the USB cable is securely plugged in at both ends.
Restart and try again.

Did you install Audacity from the .EXE installer?
Were you logged in as "Anthony" when you installed it?
Are you logged in as "Anthony" when you see this problem?
Is "Anthony" a normal user account?

Try resetting the toolbars:
"View menu > Toolbars > Reset Toolbars"

The effect has been renamed "Sliding Stretch" and it should be enabled by default.
Any listing of "Sliding Time Scale / Pitch Shift" is debris from an older version and can be ignored.

Macros are just plain text files. By default they are in the hidden folder:
C:\Users\<your user name>\AppData\Roaming\audacity\Macros\

Look in "Transport menu > Transport Options" and ensure that "Sound Activated Recording" is turned off (not selected).

You've got permissions problems. Audacity is unable to save it's settings, which is triggering an error message from wxWidgets. Are you the system administrator?

The current version of Audacity is 2.3.2 and it is available via the Audacity website: https://www.audacityteam.org/download/windows/

Does Audacity play correctly if you import a known good audio file?
