There's some information here that may help: https://manual.audacityteam.org/man/tutorial_vocal_removal_and_isolation.html but please note that if the voice is buried below a sea of noise, then "extracting" or "isolating" the voice to any significant degree is probably impossible...

So the problem was that you were using a Snap packaged version of Audacity, and you were not able to install plug-ins, because that's a limitation of the Snap package. Is that right?

I've also cranked up the log level of PA and made a pastebin of journalctl after clicking on the record button in Audacity, if that helps.
